An appreciation of the sheer cost of wasteful lighting will help rather more than unenforced legislation. In any case legislation would be better handled locally - what is severely polluting in a rural environment may well be acceptable in a city centre.
This is simply a form of words designed to facilitate funding. But it's certainly true that an appreciation of basic science may lead to in increase in general education, which tends to reduce poverty. As for gender imbalance ... publicity about the leading role played by women astronomers, from Caroline Herschel on, cannot be a Bad Thing.
Agreed, but it's a good excuse to renew our efforts.
